The new model is based on Private Urban Planning Collaborating Entities (EPCU), a public-private partnership system in which these entities carry out the technical and legal validation of projects, while the administration retains final approval.

In practice, this makes it possible to significantly reduce the time required to obtain licenses, in some cases to around one month.
